The United Kingdom and France to Deploy Military Personnel to Ukraine if a Ceasefire Accord is Finalized

Placeholder Diplomatic Meeting

The UK and France have signed a statement of purpose concerning the positioning of armed personnel in Ukraine should a peace deal be struck with Russia, the British leader, Sir Keir Starmer, has declared.

After discussions with allied nations in Paris, he said that the allies would "set up defense centers in various parts of Ukraine and construct fortified structures for military hardware and military equipment" to deter any subsequent attack.

The partner countries also proposed that the US would assume leadership in monitoring a halt in hostilities.

Russia has consistently warned that any non-Ukrainian military in Ukraine would be considered a "valid objective", but has as yet not issued a statement on this latest development.

The Situation and Continuing War

The Kremlin's head Vladimir Putin initiated a comprehensive attack of Ukraine in early 2022, and Russian forces at this time holds about 20% of the country's land.

"This constitutes a crucial element of our commitment to be alongside Ukraine for the duration," commented Starmer.

Top officials and high-ranking officials from the "Partner Group" were involved in the Paris negotiations.

Speaking at a combined announcement, he noted: "It creates the pathway for the legal framework under which allied and coalition forces could work on Ukrainian soil, defending Ukraine's airspace and waters, and rebuilding Ukraine's armed forces for the years ahead."

The UK prime minister went on to say that Britain would be involved in any US-led confirmation of a prospective cessation of hostilities.

Defense Assurances and Diplomatic Positions

Senior Washington representative Steve Witkoff stated that "lasting safety pledges and robust prosperity commitments are critical to a enduring ceasefire" in Ukraine – mentioning a major requirement made by Ukraine.

He said the coalition had "mostly completed" their work on finalizing such assurances "so that the people of Ukraine know that when this hostilities ends, it ends forever."

Donald Trump's son-in-law, ex-President Donald Trump's special envoy, also took part in the talks.

At the same time, France's leader Emmanuel Macron said that Ukraine's partners had made "significant progress" at the negotiations.

He said that "strong" security guarantees for Ukraine had been reached in the instance of a possible truce.

President Volodymyr Zelensky commented that a "significant advance" had been made in the negotiations, but qualified that he would only consider efforts to be "enough" if they led to the cessation of the fighting.

Last week, the Ukrainian leader indicated a peace deal was "mostly finalized". Settling the outstanding 10% would "shape the outcome of the agreement, the destiny of Ukraine and Europe".

Remaining Challenges

  • Territory and security guarantees have been at the heart of unresolved issues for diplomats.
  • The Russian President has repeatedly warned that Kyiv's military must pull back from all of Ukraine's eastern Donbas or Russia will take control, refusing any compromise over how to finish the war.
  • The Ukrainian President has so far rejected surrendering any land, but has suggested that Ukraine could withdraw its troops to an mutually accepted point – but only if Russia reciprocates.

Moscow presently holds approximately 75% of the Donetsk oblast and around 99% of the neighbouring Luhansk region. The areas form the area of the Donbas.

The earlier US-led multi-point peace plan that was widely leaked to the media last year was viewed by Kyiv and its EU supporters as being strongly biased in Moscow's favor.

This sparked weeks of focused discussions – with the involved parties trying to adjust the draft.

The previous month, The Ukrainian government presented the US an updated framework – as well as distinct documents outlining potential security guarantees and arrangements for Ukraine's reconstruction, he stated.
