Ukrainian President Volodymyr Zelensky States He Lacks Clear Defense Guarantee from Partner Nations
President Zelensky has stated that Ukraine's partners in Europe have failed to provide solid assurances that they will defend Ukraine in the event of a fresh offensive by Russia.
"I continue to pose this critical question to all our partners and thus far, the answer remains elusive a clear, unambiguous answer yet," he told reporters on midweek.
These remarks follow a day after Britain and France inked a statement of purpose on deploying troops in Ukraine if a peace deal to end the war with Russia is finalized.
However, full security guarantees have not been agreed. The US, which has been spearheading initiatives to halt the offensive, was reported to have abstained from signing such a pledge at discussions held in the French capital on Tuesday.
Details of the Paris Talks
Following the negotiations in Paris, which included some three dozen nations that comprise the so-called Coalition of the Willing, British PM Keir Starmer said the two nations would "establish military hubs across Ukraine" to deter future invasion, while French President Emmanuel Macron later said a significant number of soldiers may be deployed.
Partner nations suggested that the US would take the lead in monitoring a truce. But the central sticking point of territorial concessions that Ukraine is being asked to grant to Russia as part of the peace proposals are continuing to be negotiated.
The Russian government has thus far remained silent on the announcement made in the city of Paris.
Russian President Vladimir Putin launched a comprehensive military assault of Ukraine in the early months of 2022, and Russian forces now occupies about one-fifth of Ukrainian territory.
The President's Evolving Stance
Sir Keir described the joint statement as "a vital part of our dedication to support Ukraine for the long-term".
He continued: "It paves the way for the legal framework under which allied military personnel could operate on Ukrainian soil, protecting Ukrainian airspace and waters, and regenerating Ukraine's military for the future."
Zelensky hailed that accord as a "significant leap of progress".
A day later, however, he seemed more cautious.
"I see the will, the political will, and that the partners are ready, and the allies are willing to give us robust economic measures, powerful defense assurances," he said when questioned if European countries would defend Ukraine.
"However, until we lack such binding security pacts - formally ratified, endorsed by legislatures, backed by the U.S. Congress - this question remains unresolved. And should they materialize, you must ultimately depend first and foremost on your inherent capabilities."
Unresolved Issues and Ongoing Conflict
Negotiations in Paris were also significant due to the attendance of envoys from former President Trump's administration, Jared Kushner and Steve Witkoff.
Witkoff said the allies "largely finished" their work on finalizing security arrangements.
Recently, Zelensky said a peace deal was "ninety percent complete".
Territorial concessions and security guarantees have been at the forefront of outstanding matters for negotiators.
The Russian leader has consistently stated that Ukraine's military must pull back from all of Ukraine's eastern Donbas or Moscow will take control, rejecting any compromise over how to conclude hostilities.
Zelensky has so far ruled out relinquishing any land, but has suggested that Ukraine could redeploy its forces to an established line - but provided that Russia did the same.
Moscow currently controls about three-quarters of the Donetsk region, and some 99% of the adjacent Luhansk region. The pair of oblasts form the Donbas industrial heartland.
Attacks have been escalating against Ukrainian cities - particularly targeting power facilities. Moscow is also achieving incremental advances in seizing additional Ukrainian land.
Ukrainian forces have retaliated at objectives inside Russia with drones, albeit with more limited success.
